Thank you Madam President. Good morning.
In solidarity with the rest of the developing country Parties of this Convention, we consider the operationalization of the Green Climate Fund a major deliverable of COP 17.
Allow me to share our thinking, therefore, on the way forward for this Fund. We are fully aware of the evolution of the design of the GCF, having been represented in the Transitional Committee. We, therefore, know and fully appreciate the hard work that went into the design process. However, that process is over and the responsibility now rests with us, as the COP, to take the next bold steps in bringing about a Fund that will truly respond to developing country needs.
We are all reminded of the fact, that the effectiveness and utility of this Fund will be ultimately measured by how well it responds to the needs of its recipients. It is extremely crucial that we get this Fund right.
We are of the view that despite the obvious deficiencies in its design, the GCF must and can be operationalized in this Session. As COP, there are acceptable options available to us to cure these deficiencies. And we are also aware that our negotiators are hard at work in transforming these options into operational decisions. We, therefore, should be able to catalyze this process to move forward in the right direction.
The draft instrument may not be the best, but it can be made better. And making it better means moving ahead by seriously engaging on an honest to goodness open, transparent, and inclusive negotiations on the cover decision of the Green Climate Fund and other related decision on the standing committee and long--term Finance.
Let me reiterate that we have confidence in your able leadership to steer the ship towards the right destination. In behalf of the Philippine delegation, we stand ready, to fully support you in this difficult but doable task. Thank you Madam President.
